1919년의 빈에서 열일곱 살 포퍼는 세 가지를 동시에 보았다. 마르크스주의는 어떤 사건이 일어나도 자기 이론으로 설명해 냈고, 프로이트의 정신분석도 그랬다. 물에 빠진 아이를 구한 사람도, 빠뜨린 사람도 정신분석은 똑같이 설명할 수 있었다. 같은 해 에딩턴은 일식을 관측하러 떠났다 — 아인슈타인의 이론이 예측한 별빛의 휘어짐이 나타나지 않으면 그 이론은 끝이라는 조건을 걸고서. 포퍼에게 결정적이었던 것은 아인슈타인이 옳았다는 사실이 아니라, 그가 자기 이론이 죽을 수 있는 조건을 스스로 내걸었다는 사실이었다.In Vienna in 1919 the seventeen-year-old Popper saw three things at once. Marxism could explain any event that occurred; so could psychoanalysis — the man who saved a drowning child and the man who pushed him were equally well accounted for. That same year Eddington sailed to observe an eclipse, on the condition that if starlight did not bend as Einstein predicted, the theory was finished. What struck Popper was not that Einstein turned out right, but that he had himself specified the conditions under which he would be wrong.

We usually take a strong theory to be one with wide explanatory reach; Popper inverted that. If this theory were false, what would we observe? Being able to answer is what makes it a theory at all. The good theory is therefore not the one that permits much but the one that forbids much — and if a forbidden thing occurs, it dies. Having been built so that it can die is the virtue.

흰 백조를 백만 마리 보아도 모든 백조가 희다는 명제는 증명되지 않는다. 검은 백조 한 마리면 반증된다. 확인은 아무리 쌓아도 결론에 이르지 못하고 반박은 한 번으로 끝난다 — 흄이 제기한 귀납의 문제에 포퍼가 내놓은 우회로가 이것이다.
귀납이 정당화되지 않는다면 과학은 어떻게 나아가는가. 포퍼의 답은 과학이 애초에 귀납으로 나아가지 않는다는 것이었다. 대담하게 추측하고, 가혹하게 시험하고, 살아남은 것을 잠정적으로 쓴다. 살아남았다는 것은 옳다는 뜻이 아니라 아직 죽지 않았다는 뜻이다.A million white swans do not prove that all swans are white; one black swan refutes it. Confirmation never completes, refutation completes at once — this was Popper’s way around the problem of induction that Hume had raised. If induction cannot be justified, how does science advance? His answer was that it never advanced by induction in the first place: conjecture boldly, test savagely, use provisionally what survives. Surviving does not mean being right; it means not yet dead.

반증주의는 곧바로 반박에 부딪혔다. 실제 과학자들은 예측이 빗나가도 이론을 버리지 않는다. 보조 가설을 덧붙이거나 관측 장비를 의심하거나 조건을 다시 따진다 — 그리고 그것이 잘못이라고 하기도 어렵다. 천왕성 궤도가 예측과 어긋났을 때 뉴턴 역학을 버리지 않고 미지의 행성을 가정한 사람들이 해왕성을 찾아냈기 때문이다. 이 논점을 밀어붙인 사람이 토머스 쿤이었고, 두 사람의 논쟁은 20세기 과학철학의 축이 된다.
포퍼가 남긴 것은 완결된 기준이 아니라 태도에 가깝다. 자기 생각이 틀렸을 때 그것을 알아차릴 수 있는 자리에 스스로를 놓아 두는 것. 이 아틀라스가 실린 글마다 질문으로 끝나는 이유도 여기에 있다 — 결론은 닫히지만 질문은 열려 있다.A Viennese Jew, Popper fled to New Zealand in 1937 and called the book he wrote there during the war, The Open Society and Its Enemies, his war effort. In it he carries the logic of falsifiability into politics: a good system is not one that selects excellent rulers but one that can remove bad ones without bloodshed. As a theory must be killable to be scientific, a government must be removable for a society to be open — the same structure used twice. Falsificationism met objections at once. Real scientists do not abandon a theory when a prediction fails; they add auxiliary hypotheses, suspect the instrument, revisit the conditions — and it is hard to call that wrong, since the people who kept Newton and postulated an unseen planet when Uranus misbehaved were the people who found Neptune. Thomas Kuhn pressed that point, and their argument became the axis of twentieth-century philosophy of science. What Popper leaves is less a finished criterion than a posture: placing yourself where you would notice if you were wrong. It is also why every entry in this atlas ends with a question — conclusions close, questions stay open.
