A genius official beloved of King Jeongjo, Dasan designed the Han River pontoon bridge and Hwaseong Fortress (his crane cutting cost and time), and saw the people’s misery firsthand as a secret royal inspector. Then Jeongjo died suddenly in 1800 and the Catholic persecution struck: one brother executed, another banished to Heuksando, Dasan himself to Gangjin. At forty, where everything ended, his real life began.

Mencius’s people-as-root, driven to the edge of social-contract theory — in almost the same years as Rousseau, neither knowing the other.

강진 유배 18년 — 처음엔 주막 골방이었고, 나중엔 만덕산 자락의 초당이었다. 폐족(廢族)이 된 집안, 벼슬길이 영영 막힌 두 아들에게 그는 편지를 쓴다 — "이제 과거에 매일 필요가 없으니 오히려 참된 공부를 할 수 있다"고, 독서야말로 사람을 사람이게 하는 것이라고. 절망을 공부의 자유로 뒤집은 것이다. 그 자신이 그 증명이었다 — 유배지에서 그는 제자 18명을 기르며 경학 연구서 232권과 경세서를 쏟아냈고, 해배 후까지 합쳐 『여유당전서』 500여 권이 되었다. 『목민심서』는 그 정점이다 — 수령이 부임하는 날부터 물러나는 날까지의 실무 지침을 부패의 실제 수법들과 함께 낱낱이 적은 책. 그러나 유배객의 책이라 "마음으로만 쓴 책(心書)"이라 이름 붙였다 — 다스리고 싶어도 다스릴 수 없는 자의 통치학이라는, 제목에 박힌 통한이다. 『흠흠신서』는 형사 사건 판례집으로 "한 사람의 목숨이라도 억울하게 죽는 일이 없어야 한다"는 신중(欽欽)을 새겼고, 『경세유표』는 국가 제도의 전면 개혁안이다. 형 정약전과는 흑산도-강진의 바다를 사이에 두고 편지로 학문을 나눴다 — 형이 유배지에서 쓴 『자산어보』와 아우의 저술들은, 조선 지성사에서 가장 슬프고 가장 생산적인 형제의 기록이다. 성리학이 이(理)의 형이상학으로 올라갈 때 그는 실용(實用)으로 내려왔다 — 학문의 목적은 수기치인(修己治人), 자기를 닦아 남을 살리는 것이며, 백성의 삶을 낫게 하지 못하는 공부는 공부가 아니라는 것. 훗날 사람들이 그와 동료들의 학풍에 붙인 이름이 실학(實學)이다. 역사아틀라스의 조선 후기와 이 지도가 만나는 가장 굵은 접점 — 그리고 "국가란 무엇인가" 질문 목록에서 맹자·마키아벨리와 나란히 설 조선의 답변자다.Eighteen years at Gangjin — first a tavern back room, later a thatched pavilion on Mandeok Mountain. To his sons, career-dead as kin of a ruined house, he wrote: freed from the civil examinations, you can at last study truly — reading is what makes a person a person. Despair inverted into the freedom to learn — and he was its proof: in exile he raised eighteen disciples and poured out 232 volumes of classical scholarship plus works of statecraft, some five hundred volumes in all. The Mongmin simseo (Admonitions on Governing the People) is the summit — a day-by-day practical manual for magistrates, cataloguing corruption’s actual techniques — yet, being an exile’s book, he named it a book “written only in the heart”: the statecraft of a man forbidden to govern, grief embedded in the title. The Heumheum sinseo compiled criminal cases under the maxim that not one life should die unjustly; the Gyeongse yupyo redesigned the state’s institutions entire. Across the sea between Gangjin and Heuksando he exchanged scholarship by letter with his exiled brother — whose fish encyclopedia, with Dasan’s works, forms the saddest and most productive fraternal record in Korean intellectual history. Where Neo-Confucianism ascended into metaphysics, he descended into use: learning’s purpose is to cultivate oneself in order to save others, and study that does not better the people’s lives is not study. Posterity named his school Silhak — Practical Learning. The thickest junction between this map and the History Atlas’s late Joseon — and, in the question list, Korea’s answerer to “what is the state?”, standing beside Mencius and Machiavelli.
