The story also lives in two times: the tradition points to 2333 BC, but the surviving record is from 1281 AD, written as Korea suffered under Mongol invasion — a monk asking "where did we come from?" What is certain: a polity called Gojoseon existed. What is remarkable: this founding myth states the state's reason for existing.

곰과 호랑이가 사람이 되기를 빌었고, 쑥과 마늘로 어둠을 견딘 곰만이 여인(웅녀)이 되었다는 이야기 — 참는 자가 새 존재가 된다는 통과의례의 서사다. 환웅은 바람·비·구름을 다스리는 신하들과 함께 농사, 생명, 형벌, 선악 등 인간의 360여 가지 일을 맡아 "세상을 다스려 교화했다(在世理化)". 홍익인간이 목적이라면 재세이화는 방법이다 — 힘이 아니라 다스림과 가르침으로. 이 두 구절은 훗날 대한민국 교육기본법 제2조의 교육 이념으로 살아남았다. BC 2333년의 전승이든 1281년의 기록이든, 하나의 질문만은 지금도 유효하다: 공동체는 무엇을 위해 존재하는가.A bear endures darkness on mugwort and garlic to become human — an initiation story. Hwanung governs 360 human affairs "to order and enlighten the world." If hongik ingan is the purpose, this is the method: rule by cultivation, not force. The phrase survives today in South Korea's Framework Act on Education. Whatever its date, one question stays alive: what does a community exist for?
